OCTOBER · 1908 that this man Downing is a deadly enemy to Liberia, in my opinion, and I think it is through him that many of these reports get scattered. He wrote me a long letter sometime ago in which he made the most damaging statements concerning yourself and fellow Envoys. I paid no attention to the letter, and did not even answer it. He begged me in the letter to put his view of the case before President Roosevelt. Of course, I refused to do it. I am only making this statement in order to emphasize the necessity of watching this man, as he would not hesitate, in my opinion, to do anything that would denationalize Liberia.
