I have returned the charter to Mr. Bedford with one suggestion. I did not have time before leaving to speak to you about Mr. Brewer's charges. They are heavy as I knew they would be. If he succeeds he wants $400 if he fails Woo. While these are big figures yet when we consider the importance and nature of the work I think it best to pay this. He argues that it may keep him in Montgomery the whole session and he will lose much practice in Tuskegee by reason of his absence. Out (of] the am't mentioned he pays his own expenses. L. Brewer of Tuskegee on Oct. In, :890, asking him to draft and seek passage of an act of incorporation. BTW said: ''We prefer paying so much for the effort and a larger amount in case it is passed-all right.'' (Con. foe, BTW Papers, DLC.) Brewer promised BTW: ''You may rest assured I shall devise some means to have the bill passed.'' Brewer actively lobbied for the bill, which became law on Feb. As, 1893.
