Calloway: In making the plan for the remaining ~ or 9 months for the administration of the two funds, ~ wish you to keep these two points in view. I. Before we get through we want to place a good schoolhouse in each school district in the county. I do not mean by this that we are to build the schoolhouse outright, but in every case we must get as much help from the people as possible. Unless they take an interest in trying to do something in the direction of erecting a schoolhouse the effect will be largely lost. This means of course that you will have to concentrate efforts in the direction of stimulating the people to self-help. e. In the case of all the schools that you are helping and in the case of the schools you are to help, you must gradually work on a policy that will make these schools self-supporting either through what the colored people themselves provide or what they get from public funds. They must not get the idea that these two funds are to carry them for any length of time. I want to concentrate a good part of the Rogers fund in advertising in a thorough, vigorous manner ache advantages of this county for residence.
