From 1 to 1940 he was a secretary and assistant director of the international law division of the Carnegie Endowment for International Peace. 2 Sydney Amos Cloman (~867-~9~3), a West Point graduate and career army officer, was military attache to the U.S. embassy in London from 1907 to 19~. 3 Later named Buchanan.
